Mentorship with Waly Mohamed Mbaye

Waly Mohamed Mbaye is a senior project and transformation leader with over a decade of experience spanning public administration, project governance, organizational reform, and strategic execution. He currently serves as Program Structuration Lead at the Bureau Opérationnel de Coordination et de Suivi des Projets et Programmes (BOCS) in Dakar, where he supports large-scale administrative reform and digital transformation initiatives for the Senegalese government, helping strengthen governance frameworks and execution capacity across priority national programs.
Prior to this role, Waly led major reform efforts as a Project Manager at BOS–Senegal Emergent, contributing to the structuring, coordination, and monitoring of high-impact public sector initiatives. His professional experience also includes work in New York as a Financial Services Professional at NYLIFE Securities, where he advised clients on financial planning and investment strategies—bringing a valuable private-sector and international perspective to his public-sector leadership.
Waly holds a Master of Public Administration from the Metropolitan College of New York, a Master’s degree in Human Rights and Humanitarian Policy, and Lean Six Sigma Green Belt and Yellow Belt certifications. His background reflects a strong commitment to excellence, data-driven decision-making, compliance, and service-oriented leadership.
